Dear Bob:
It was nice to see you again and to know that you are well and getting along fine. Sorry to hear you are going to be a foot soldier. But with your Scout experience flooded rice patties won't be hard to sleep in. Keep your rear end down thats getting the purple bug the hard way.
Yes, another year has gone by and many more faces have passed by but the good leadership you set down your year as Area Chief is still being felt. Keep up the good work and in a few years you will make flag and this old Indian will be on the sideline cheering his head off. I almost made it.
Abernathy will do a good job if we put a sidewinder with him to keep him awake.
Good luck Bob in your new adventure. Just remember people are people wherever you go. Don't let them get you down - be firm but fair.
Sometime when you think of it drop this old Iniand a line.
Ha-weta-akin-me-in
Sincerely,
Chief (signature)

Scout Leaders Hope To Save Cabrillo Base
Scouts
From page A1
...Utah and Nevada, said the Hines and Mitchell.
"If they take the base, where will the kids go?" Hines asked. "Kids have to do something. If they build the marina I'm going to recommend they take the profits and build a couple more juvenile halls, because they're going to need them."
Pete Mandia, the Harbor Department's marina project manager, denies there will be any adverse impact on children if the marina and its recreation area are constructed.
"The Scout camp will be relocated to another area of the West Channel with beach frontage and of comparable size to the area they have now," he said.
The Board of Harbor Commissioners has made it clear it is committed to providing an overnight camp site in the marina's recreation area, and it will likely be larger than the site at the camp, he said.
Mandia said plans call for the camp to be shifted north to an area now occupied by Fort MacArthur's Lower Reservation, with 12 acres devoted to camping and 20 to recreating, including a launch and beach frontage for small boats. Some slips also would be made available to the Scouts, he said.
Mandia said how to allocate time and space to the scores of organizations that would want to use the area is a major problem now being pondered.
Hines and Mitchell also said the Harbor Department ignored the offer of a corporation to spend $300.000 upgrading the Scout camp if a long-term leavse for the land could be obtained.
Bert Keller, director of support services for the Los Angeles Area Council, said the offer was made a year ago by Hone Savings and Loan Association.
"This is the only facility and campground of its type in Los Angeles County that inner-city kids can reach via public transportation," said Ken Steindler, a San Pedro attorney and Scout member who has talked with Harbor Department officials on behalf of the Scouts.
Mandia said he had heard rumors about the offer, "But there have been no formal contracts that I'm aware of. I feel certain if there had been I would know about it."
He said the department has been soliciting public and private agencies and organizations to share in the cost of financing the marina project, and would welcome such an offer.
Mandia said any youth organization or its representatives entering into such an arrangement could feel secure and be assured of a lease long enough to permit them to recoup their investment.
Steindler said neither the Scouts nor the Harbor Department was unwilling to negotiate, and the Scouts' reaction to department plans would depend on what they were offered.
The Scouts' position is that they have had the base since the 1930s, he said, and have held it as a public trust for all youth groups.
He said the Scout base is the only available still water beach in the county from which boats can be launched safely.
Mrs. Hines said she wonders if the new location would be as safe with the addition of many pleasure craft in the area.
"There are thousands of boats there now," Mandia said, "and the addition of 900 more will not cause great congestion."
He said the West Channel has always been the site of much boating activity, and the proposed camp site will be just as good or better than the current location.
Steindler said the $1 million to $1.5 million the Harbor Department stands to make annually on the marina is not enough to justify displacing the 12,000 persons, mostly children, who use the Scout base.
"We should stop taking things away from children," he said. "I'm a lawyer, I see the bad ones in juvenile court. If the Scout base helps save just one of them, it's worth the money."
Mandia said as plans now stand, the Scout base would likely become the site of the marina administration building and a chandlery.

Scout Leaders Hope To Save Cabrillo Base

Members of the Los Angeles Area Council of the Boy Scouts of America say it's not true they monopolize the Scout camp at Cabrillo Beach in San Pedro.
The also say they hope to rally public support to prevent the camp from becoming part of a marina project to be developed by the Los Angeles Harbor Department.
The Harbor Department's proposed $20 million, 950-slip Cabrina Beach North Basin marina would swallow the 12 to 19 acres now occupied by the Scout camp.
Harbor officials have said they would replace the camp with a recreation area that "would be open to all youth organizations and not be limited to Boy Scout use as it is now."
Joseph and Olivia Hines, resident camp rangers at the Cabrillo Beach Scout Camp, and Jeff Mitchell, leader of Cub Scout Pack 611C, headquartered at Point Fermin Elementary School in San Pedro, said many organizations use the camp in addition to the Scouts.
The camp site is on city property operated by the Harbor Department, which leases it to the Scouts on a 30-day option lease. This means the department can reclaim the land after giving the Scouts 30 days notice to move.
Mr. and Mrs. Hines and Mitchell said many organizations not affiliated with the Scouts can and do use the camp after first making reservations at Scout headquarters in downtown Los Angeles. Applications are available at the camp.
Besides the Scouts, the camp is used by the Latter-Day Saints (Mormons), YMCA, YWCA, Salvation Army, Free Methodist Church, Utah State University, the San Diego Military Boys School, the Audobon Society, the Mexico Boy Scouts, Hobi Cat Sailing Regatta, Sol Cat Sailing Regatta, the U.S. Army, the Girl Scouts of America, the Sierra Club, the Mariner Leader's Skippers Association of Southern California, the Central American Boy Scouts, participants in the Little America International Cup Race, St. Marks Lutheran Elementary School, the Cabrillo Marina Museum, and visitors from Canada, Idaho, ....

Scouts' Camp Is Interesting
Visitors Find Boys of County Well Pleased With Outing At Mountain Resort
By Nelle Mae Howk
REDLANDS, July 5.-- Camp Arataba near Seven Oaks, where the San Bernardino area council of the Boy Scouts of America is encamped, is a place of thrilling enchantment to the boys who are attending the camp and to those who are visiting at various times during the six-week encampment.
It is located among the massive pines, high on the mountainside, at an elevation of 6,970 feet, near a clear mountain stream which is fed from the snow-capped hills above where one cannot miss the thrill of happy boyhood life filled with the cleanest, most wholesome life the splendid leaders of scout work are giving these boys. Boyhood at its best and faces shining are seen from early morn till the day is done.
Many improvements have been made in this second year of Camp Arataba. Many more are yet to be made. The greatest need of the moment is a mess hall. Water has been piped to camp, grounds being cleared to a wider expanse, and kept in splendid condition. The work of the camp is divided among the boys in charge of leaders who are responsible for the accomplishment of the work assigned to their group for the day. The quick, cheerful accomplishment of that work is ever in evidence -- the good-natured rivalry for honorable mention in personal and camp cleanliness, the ringing shout of praise given the winners show the breadth and nobility of the unselfish scout training. The scout aim throughout is that of the highest standard, leading and encouraging the boys to the highest type of manhood.
Scout executive George W. Walker is in charge, with Howard K. Merritt of San Diego, former scout executive of Riverside county, as camp director.
Visitors at Camp Arataba this weekend were Mr. and Mrs. H.S. Abbott and guests, Mrs. H.P. Wheaton; Mr. and Mrst. J.T. Cranmer, Mr. and Mrs. Harold Putnam, Mr. and Mrs. Barlow. Mr. and Mrs. C.D. Howk and son of Redlands, Miss Beas Eby and Mrs. E.R. Forsy of San Bernardino; C.A. Stobaugh and T.T. Workman, scoutmater and party of six Boy Scouts of Bloomington, and party from Victorville. The Bloomington scouts with Mr. Workman and Mr. Stobaugh and four of the camp boys left shortly after breakfast for an overnight hike to Greyback.
The visitors assembled with the scouts in their open air theater for morning services of which the boys had charge. The meeting opened with song and prayer led by Mr. Walker. The 12 scout laws were given and explained by 12 scouts. The law of the scouts as man to man and the selfsame laws as given by "the Heavenly Scoutmaster" with the rewards for obedience were expressed by the boys as they see them. Mr. Merritt gave a splendid lesson talk and the meeting closed with song, and prayer in unison.
The afternoon was devoted to showing the visitors over the camp. No points of interest were overlooked by these enthusiastic boys. A period of rest or recreation was enjoyed, then camp the call to mess. Heads bowed reverently and then such "good eats" as Mrs. Strawn and the scouts set out. At the close of the meal happy songs made the mountainside ring.
Sunday as the shadows fell, and night folder her cloak around us, we gathered around the camp fire. This was to be Indian night. The blanket-wrapped war-painted warriors assembled, the campfire was lighted by Brave Lash and the pow wow began. A pantomime of William Penn and the Indians was given by the braves, Indian legends and historical happenings of our own section of Southern California were told by others. Chiefs Walker and Merritt made short impressive talks. Each was greeted with the grunt of approval in true Indian fashion. The session closed with the scout evening song "Day is done, gone the fun, from the lake, from the hill, from the sky; all is well, safely rest, God is nigh." With heads bowed we visualise the song again as we hear the bugle from the mountain side and in our hearts know indeed God is near.

Frank Zografos dies Monday at age of 49
Private memorial services were planned at Walnut Creek this week for Frank Zografos, former Redlands Boy Scout executive, who died Monday.
Zografos, 49, was the field director in charge of the Greyback (sic) Boy Scout Council here until four years ago. Since then he had led the Mount Diablo Council at Walnut Creek, where he took charge in October of 1973.
He was widely known in the Boy Scouts of America, having started his career in 1955, holding executive positions first in Oakland and Santa Ana. He was in Redlands for seven years, operating the Greyback (sic) Council before its merger with San Bernardino and Riverside county offices in 1974, when it became the California Inland Empire Council.
Zografos was instrumental in the building of the present Boy Scout executive quarters at 470 E. Highway avenue. This project has continued to grow under the direction of John P. Dudley, successor to Zografos.
The former executive was a member of the Rotary club and other Redlands organizations. He was a native of Colorado.
He is survived by his wife, Marjorie, his mother, Mrs. Frank Zografos, Sr., of Oakland; a son and daughter, three grandchildren, and a brother, Dr. Andrew Zografos, of Yuba City.
The family suggested that friends might make contributions in the name of Zografos to the Mount Diablo Boy Scout Council at Walnut Creek.
