Copper Council was located in Safford, Arizona. It came into existence after the Three G Council changed its name. The Council name was in reference to the extensive copper industry in Central/Southeast Arizona.
The Order of the Arrow Lodge was Salado Lodge # 551. Camp Snow Flat was located in the mountains South of Safford.
The Council was absorbed by the Theodore Roosevelt Council in 1977.
