The Cahuilla District was an original district during the formation of California Inland Empire Council in 1973. The district served the greater communities of Hemet and San Jacinto. The Pass Area District primarily comprised the communities of Beaumont and Banning, which are set in Southern California’s San Gorgonio Pass.
